Project Risk Assessment of Dallas Area Rapid Transit (DART) NW/SE Light Rail

Dallas Area Rapid Transit (DART) plans to build the Northwest/Southeast Light Rail Transit (NW/SE LRT) extension, which is a new 20.9-mile double-track light-rail transit line in Dallas. It includes the Northwest Corridor, the Southeast Corridor, associated station, park-and-ride lots and system elements, a new rail operating facility, and the purchase of light rail vehicles. Golder Associates completed a cost and schedule risk assessment on behalf of the Federal Transit Administration (FTA) as a subconsultant to Shaw Stone and Webster.
The objectives of the risk assessment were to: 1) review and validate the base cost and schedule estimates (led by Shaw), where the base is the planned project without any significant problems; 2) identify a comprehensive and non-overlapping set of cost and schedule risks and opportunities, as well as cost-effective risk-management actions to better manage those risks; and 3) quantify uncertainty in the ultimate project cost and schedule before risk mitigation and including planned risk mitigation. Potential risk-management activities included avoidance, reduction/mitigation, transference, and acceptance (if no viable options were identified to improve a particular risk). Two of the major uncertainties facing the project were uncertainty in the financing cost and construction-cost inflation rates. Therefore, in addition to the traditional risk assessment results, we also evaluated the sensitivity of results to different assumptions/conditions in these key variables to help DART make more informed project decisions.
